Form M and PAAR are raised against the proforma while the cargo is still at origin, so duty is settled before the vessel berths rather than after. Regulatory clearances — SONCAP, NAFDAC and the rest, where the goods call for them — are identified at booking, not discovered at the terminal.

Most demurrage at Apapa is documentation, not congestion. Filing early is what takes it off the critical path.
