Work starts before the vessel is alongside: confirming the berth window, agreeing the discharge plan, and making sure the paperwork the terminal will ask for exists before it is asked for. At the gate, releases are confirmed before trucks are dispatched, because a truck queuing without a valid release is paying for the privilege.

The point of holding this alongside clearance and haulage is that a hold-up at the gate is dealt with by the same operator carrying the file, not escalated between three companies.
